Changes in the official fees and annuity payments in Russia

On 27 September 2024, the Russian government published Ruling No. 2378, amending the patent, utility model, design, and trademark fees regulations. These changes will come into effect on 5 October 2024.

Key changes

  • Electronic filing discount: The 30% discount for electronic filings has been removed for all rights.
  • Increase in official fees: Official fees will rise by approximately 10-25% for all rights.
  • Patent and utility model payments: Annual payments for maintaining patents and utility models will be replaced by 5-year instalment periods. Annuities for years 1-5 will be included in the grant fee.
  • For design patents filed after 1 January 2015, the 5-year payment periods have already been in place. A 5-year payment period will also apply to design patents filed before 1 January 2015 and annuities for years 1-5 will be included in the grant fee.
  • Trademark grace period: For trademarks, the 6-month grace period for late payments (with a 50% fee increase) has been shortened to a 1-month grace period, with a 100% fee increase regarding the payment of the filing and registration fees. However, the six-month grace period for trademark renewals remains unchanged.

Ukraine ends special wartime IP rules – prepare for return to standard deadlines

Please be informed that on 16 April 2025, the Ukrainian Parliament adopted a new law that cancels the special wartime IP rules enacted in 2022. These rules temporarily suspended various deadlines and extended IP rights during the martial law period. The new law will enter into force 30 days after its official publication, following signature by the President of Ukraine.
